The Oilers are going to have to retain a huge amount of that contract, so it's not like they will free up $9.5 million in cap savings. On top of that he has a limited no trade clause, and has a 3 to 5 team list of his possible destinations

Edit - so 2 teams could retain salary on Nurse, but the 2nd trade/retention has to happen 75 days after the first one. So maybe not impossible, just highly improbable.
