Nothing concrete yet. 9 billion is the upper estimate I have read.
Your link was a 404 error - and it seems the "9 billion" came from the feds. Seems like a REALLY high number -and I'm going to guess it's as made up as trump's tarrif revenue numbers. But I guess we'll see.

It reads like a reference to what wikipedia calls the Somalia Affair, but that was the Canadian Airborne Regiment, and I can't find any indication that they were ever called the Black Watch.
Canada's Black Watch (Royal Highland Regiment of Canada), while having served valiantly in World Wars 1 & 2, has only been active as a reserve battalion since about 1970 and does not appear to have been deployed in Somalia. They did, however, receive Theatre Honours for Afghanistan.
Seems Trump is beginning to lose his grip on the republican party:
