It could make them more desirable locations for players to seek employment, even star players.
The way it is now, players, via their agents, are asking for as much as they can squeeze out of franchises willing to spend to the max.
IMO, this is not the best.
What about cap sharing or trading amongst NHL franchises? I am kidding.
Edit; I think the PA added to the situation of weak franchises for "insisting" on MTCs (Basically, teams they wont accept a trade to).
Not a union basher but that clause could eventually be destructive to everyone.

Stone might have to take a lot of time off, as his blood clots are pretty bad.
