My experience with foreign aid comes from meetings with CIDA and the Australian Ambassador when I was in Jamaica and then watching foreign aid funded projects unfold in Belize.
CIDA's policy was to spend as much of their Jamaica project budget as they possible could in Canada. All their supplies from stationary to heavy goods was bought in Canada and shipped down on Canadian carriers. Very likely none of it returned to Canada and was gifted to the Jamaican government.
Australia, Jamaica was base to much of their diplomatic work throughout the Caribbean, most of it agricultural programs, a lot of that was advisory or educational funded programs. His biggest role seemed to be announcing loans had become grants at the conclusion of each program.
Belize was interesting as I saw the other side of it. As one put it, Belize's goal becoming an independent nation was to open up wider pool of countries to beg from. The Jamaica Gleaner article on Jamaican independence comes to mind where an official in the British Foreign Office was quoted as saying "we'll gladly give these countries independence once they can speak the language and walk upright. They are costing the British taxpayers a fortune."
A foreign aid project to rebuild a highway would be announced. If work began, it would start in the middle of the stretch of road to be rebuilt. That way if money ran out, and it would as politicians lined their pockets giving themselves the work contracts, and the road not completed, they could always go back and ask for more to finish what had been started.

Jam-packed panel discussions are littered across shows on CNN and MSNBC of leftists claiming that Trump is deporting grandmothers and rolling back civil rights. Meanwhile, the American people watched rapists, murderers, and violent criminals get rounded up by ICE while illegal border crossings have hit a record low. Hamas is releasing hostages, Russia is talking about ending the war in Ukraine, and Iran is warning its proxies not to provoke the United States.
Hey Democrats, take a breath. You have 1,453 days left in this administration that is doing exactly what a plurality of Americans elected them to do. There’s some grass outside that needs to be touched.

If that is the case, and I saw a similar story last week so I'm not convinced,
Diplomacy from those in power vs the pandering he received from Trudeau.
Smith arrived with an agenda and a well thought out way to present the mutually beneficial relationship and where there are imbalances.
Trudeau's trip was a sudden knee jerk attempt to shmooze form a neutered lame duck who has spent years bad mouthing Trump in a feminine lisp.
