Depends on your definition of "worked".
Pat Quinn never won a Stanley Cup, anywhere. He's probably the best GM in Canucks' history, but that's not as much of an upgrade on Beer League Scoring Champion as we'd like it to be.
Yes, he upgraded a franchise from "laughing stock" to "respectable". But on the scale of what other NHL GMs accomplished over their careers, I don't think that is enough to elevate him to a model of success to emulate.
To support your argument RG and accentuate the perennial celebration of mediocrity....JR is three times as successful as Fat Quinn ever was yet draws criticism for every time he wipes his ass or picks his nose

With all the uncertainty with its UFA’s and rumours around the Canucks, it seems the talk about this priority has fallen by the way side.

Burke tells a funny story about he and Quinn as they were determining whether the eligibility was actually there or not.
He and PQ were in the office on Renfrew late one night discussing the topic, sipping whiskey and smoking stogies, when Quinn looked over at Burke and said...
"....the only way we are.going to know for sure is if one of us gets on an airplane to Moscow asap and figures it out...."
Burkie laughed at this point telling the story stating that it was clear "one of us" was obviously him.
I use that line in dealing with staff to this day.....

Stand Pat Quinn was way overrated as a GM, and way underrated as a coach. Back in their day, I hoped Burke as GM would hire Quinn to coach.
Yeah, I've always maintained Quinn was a great coach.
