I think you're attributing more agency than they had. RJ was running the AHL team and the Sedins were eviddently skills coaches.

What RJ was doing all those years was watching his prospects get manhandled and cheap shotted. The fact that he's drafting and signing muscle shows he didn't have much of a say till now.

They had a front row seat to What Not To Do and learned from it. Same as RJ. They are evolving, and may become sentient even before Skynet does.
