Like Hank said, we used to walk around down there at 10 - 12 y/o without a care in the world.
I don't even like driving past Main and Hastings now for fear of running over one of the folks that wander the streets freely.

If you're going to be honest, in 1971, the entirety of Canada was a hole, not a shit hole, but an empty hole of around 20M people total.
Vancouver couldn't even be described as a village then. People were still coming out west by covered wagon and Alberta was a frozen wasteland with no people, only penguins and polar bears.
Skid row was a dusty street where lumberjacks, longshoremen, prostitutes and immigrants plied their trade. There were no cars, just horses tied up in front of saloons.
Of course, I'm just joking... barely. DTES was always rough, but was never downtrodden as it has been and is now. It was an area for the lower working class and alcohol was the drug that made it rough. At the same time, it was as normal a neighbourhood as a poor Kitsilano or some other less fortunate area in Calgary or wherever. When I say DTES, I'm including Chinatown, Japantown, Gastown and surrounding Strathcona neighbourhood.
It was vibrant and alive for families, businesses and community to prosper. People came from all over town to shop at famous department stores, buy groceries, dine out, etc. It was anything but a shit hole.
Even in the 70s, many of the buildings from the 19th and turn of the 20th century were old and decrepit for modern times... but it was normal life. No zombies, little to no graffiti. We used to go into the library on Hastings & Main by ourselves. Normal public could use the public toilets on the same corner without fear.
What has happened to many places in the US... is what happened to the once decent DTES. Government neglect (and many other political and generational things I won't get into).

Curious, does anyone know why the local indigenous nations in Vancouver need to be consulted if Vancouver decides to get rid of the park commission? I know I heard something about park land being sold or transferred but why do they need to be consulted on a topic that seems to me, strictly for local government and Vancouverites?

My guess is the Parks in question are unceded land thus fall under whatever law dictates the "righteous" care of said property....
