I think the biggest hurdle with that is it would require a complete restructuring all the way down to the CHL (possibly even lower/younger) as teenaged players frequently relocate for CHL teams.
In theory it would allow teams to invest in junior development programs within their local region. This would be a fantastic way to nurture local young talent. The counterpoint to this would from two spectrums. One, Places like Winnipeg would find themselves working from a much smaller pool of talent based on population when compared to the Toronto’s and New York’s of the league. Two, how many kids are playing hockey in Florida?

It's really going to fuck me up more than ever! I see eastern time (usually) - pacific time (sometimes) and central time (rarely) and this not going to help.
