First of all, you are referring to the visa waiver programme, ie rules determining who can travel to the USA without a visa. People who do not fulfill those requirements may still be able to travel to the USA, but then need to apply for a visa, which may be denied or granted on an individual basis.

The difference here is that the executive order signed by Trump completely eliminates the possibility for nationals from seven specific countries to travel to the USA, including people who were born there but are now nationals of other countries.

And you are lying about the mainstream media again. I have seen it mentioned at least a dozen times, both by print media and on TV, that the countries pinpointed by Trump are the sames listed by Obama. Case in point:


But basically this is still just muddying the waters. Obama never banned citizens from these countries from visiting the USA, he just made sure that they would be vetted before being granted a visa, to weed out those that might be considered a threat. This is not even comparing apples and oranges, it's more like comparing water melons and chick peas.

And the reason it's referred to as a Muslim ban, is because during the campaign Trump spoke repeatedly about that he would ban Muslims from entering the USA. According to eg Giuliani, he then asked for suggestions how to reframe that in a way that would make it legal, as an explicit ban on a specific religious group would obviously be unconstitutional. This is what they came up with.
