Without any specific criteria given, between the two choices, Hughes all the way.
I base it on having QH in the lineup vs without.
Similar to baseball's WAR stat, his dominance of the play that stats can quantify, being the straw that drives the play in all zones that passes the eye test... on par with the Sedins in their prime.
In terms of pure skill/talent? Mogilny, Bure, Hughes.
In terms of pure excitement? No doubt Bure. What he brought can't really even be duplicated in today's much more skilled NHL.
In terms of skill and leadership that brought the biggest era of success? Prime Sedins.
Anyways, just my opinion.

That's the big difference maker to me. When he's out of the lineup, we're a totally different team. When Bure was out, it meant we didn't get a goal or two, or an exciting rush. The Sedins split their votes.
Also, we've never had anyone who can skate like Hughes. Watching him control the blueline when we're in the zone is something you just don't see on such a consistent basis.

Yeah it is only between Hughes and Bure. Tough choice but I would probably go with a true #1 D man.

Hughes.....92 points in 82 games from the blueline in an era when the goaltenders stop way more and the opposition is "smarter".
Bure was straight-line faster and his hands just as quick as his feet. But QH can turn and burn and is more agile. Hughes definitely the better playmaker and obviously a much more complete 200-foot game.
And as has been said, the difference with him in and out of the lineup is much more obvious.

Quinn Hughes and it's not really even that close.
Bure was exciting and an elite HOF calibre sniper but Quinn is another tier above comparable to the very best to ever play his postion
