NHL also saying that moving a team to a non NHL building is a non starter. There are issues with camera placements and other infrastructure needed to have video reviews and other such things. Makes sense. Seems to me that the Canucks should simply double up with another team unless and until they are cleared to play again in Vancouver. Which could happened April, May or June.
But I am also hearing that Neither Quebec nor Ontario are all too keen on travel into their provinces right now. It is also political. Tell the citizens to lock down all except essential services yet let athletes travel freely within the country. Will be interesting to hear what the joint statement is.

In the event a NHL team has to temporarily relocate this season, players are entitled to a hotel room for them and their family; rental car and parking; and per diem even while at "home."

based upon zero scientific evidence the NHL should bubble the teams for January and February and see how March goes. Take it month by month and hopefully with the vaccine and other factors the numbers start going down to the point where teams can play out of their own arenas (without fans).

I think Dallas plans to start with 5,000 fans in the building and proceed from there. I wonder if Bonnie will bend over to the pressure. Its one thing to balance lives and community but a completely different animal dealing with mega-billionaires and their playgrounds plus the rabid fans with nothing but time and a high speed connection

It has to be pissing off the billionaires where are used to long established procedures and freedom to do what they please within those guidelines. They know it is a PR nightmare to flout the rules and receive exemptions. From day one the mantras have been "we're all in this together" and "bend the curve, not the rules".
Many of the US owners likely have a tough time understanding the plight of the Canadian owners.

If it does come down to a Canadian bubble the league should look for American sites for the teams to play this season. Cities in states that would allow some fans in the building would be the target. If the games are going to be played in a bubble might as well move it all down south.
The five Canadian provincial health authorities with jurisdiction over NHL games responded to the NHL’s Return to Play proposal with a joint letter on Wednesday asking for additional measures.
In the letter, written by Alberta Health chief medical officer Dr. Deena Hinshaw and obtained by TSN, the provinces presented the NHL with two options that could provide a road map to a green light to start the season with each team playing out of its own arena.
The first option called for a “regular testing schedule for players, staff, coaches and close contacts, with close household contact testing required if players are living at home between travel episodes.” It also asked for “enhancing the schedule … to group games into blocks to limit inter-jurisdictional travel between provinces
...the second option is decidedly less palatable. It called for the NHL to “reinstate a ‘bubble’ model for the beginning of the season, similar to what was used in the Hub City Series in Edmonton and Toronto.”
The health authorities jointly said that they would support a “phased bubble model (full bubble for 4-6 weeks and then a modified bubble following) … or a full bubble model would be most appropriate.”
