Burke is practicing a variant of the old Peruvian way of management :: "We practice selective annihilation of mayors and government officials, for example, to create a vacuum, then we fill that vacuum" He has done a good job of creating the vaccum in Calgary. Clarkson should be available this summer after the Leaves buy him out. Maybe he can help fill some of that vacuum.
