Who is going to enforce it? Who could take their nukes away?
China probably could, but they are torn.
The thing is, South Korea is very closely allied with the USA.
A reunified democratic Korea would also be that.
That means China would suddenly have a land border with a US ally.
They don't want that. Thus they want to keep North Korea as a buffer.
Don't get me wrong, Kim Jong Un gets on their nerves as well.
That's why they started contacting his older brother, who should have inherited the top job in North Korea, but who was kicked out of the country after it turned out he had secretly taken his family to Disneyland. He seemed a lot more mellow, and the Chinese would like North Korea to be less annoying, so... Unfortunately, the second Kim Jong Un heard that the Chinese were trying to cultivate his brother, he made sure to have him offed. They hired two young Malaysian women, who were told they were on a sort of candid camera show, gave them squirt guns with a nerve poison and pointed them in his direction... http://www.telegraph.co.uk/news/2017/02 ... s-poison1/
So, yeah, Kim Jong Un has no real friends outside of North Korea, but the Chinese still have his back, sort of, because they do not want a reunified Korea, and for the time being, they don't seem to have another option.
If the North Koreans actually do nuke some one, that might make the Chinese willing to do something about it.
But until that happens, the Chinese will block any international intervention in North Korea.

Mr Trump’s seemingly heartfelt defence of those marching to defend Confederate statues spoke to the degree to which white grievance and angry, sour nostalgia is part of his world view.

Well, the "Moral Majority" stole one right out of the bolshevik playbook. As you probably know, bolshevik means "of the majority", but just like the "Moral Majority", the bolsheviks were in reality always a minority with extremist views. Absolutely. Moral is not a constant. The bible thinks it is OK to sell your daughters as slaves, and suggests that disobedient children should be stoned to death. I think today most parents would consider those ideas immoral.
