A government ahead of its time
Meggs and Mickleburgh remind us of how contemporary Barrett's government seems in its concerns, especially energy resources and the environment -- and how far ahead they were of their opponents. Barrett supported the then-new ban on coastal tanker traffic, and preferred to leave resources in the ground for future generations, rather than give them away at unacceptably low prices.
The authors write: "Unlike Bennett, who had championed maximum rates of resource extraction at minimum royalty rates, Barrett believed in planned development, secondary processing, and what later would be called 'sustainable development.' "
The authors include an appendix of the Barrett government's achievements that runs to almost a hundred items -- including big ones like ICBC and the Agricultural Land Reserve, but also measures that still affect us as individuals: lowering the drinking age to 19 (and creating neighbourhood pubs to drink in); preserving Cypress Bowl for recreation; the SeaBus; air ambulance service; ending logging and mining in the provincial parks.
Barrett's government wasn't just passing laws; it was creating institutions and practices that today we take for granted, but that were shockingly radical at the time.

The Agricultural Land Freeze was poorly thought out. It restricted growth in logical places and allowed growth in ridiculous areas.
The Law in essence is good but too all encompassing. Hence Vancouver's resemblance to Hong Kong, sad.
ICBC is a disaster in every way, shape and form. A money syphon, to say the least, not to mention, corrupt.
But who's gonna call them on it?
The ferry system is even worse. A total disgrace! Before Barrett it was independent which was so-so. It always should have been largely funded by the Federal Government as it is a continuation of Highway 1.
Before Barrett, B.C. had what was considered the best Provincial Highways Department in the world.
That's right! Provincial Highways workers under a So. Cred. Gov.
Even though it directly affected me, I have always thought the legal drinking age should be 21. Everything I still see, tells me that could not be more fucking true!
Some of the other things you cited were already on Wacky Bennett's agenda.

Barrett was not elected on his ideas. He was elected because of his cocky attitude and comic relief garbage.
Times were good and people were apathetic. Whacky was getting old so they voted the goof in. Most didn't even realize what that meant, but don't try and make Barrett out to be something high on the evolutionary scale. He was a goof-ball.
For the record, I don't just blindly support whoever is considered a righty.
Whacky Bennett was fine. His Son was an idiot.
