I don't disagree, entirely. But, if you look, we are doing exactly that right now. Sure, the guys who are 30+ are place-holders/mentors, and over-paid. Hell, outside of a few exceptions, most NHLers over 30 are placeholders (Edler for example). Right now, we do have a nice pool of potential top 6 guys, and cheap bottom 6 guys too. Virtanen, Gaudette, Motte, Lind, MacEwen, Gadovich and Graovac all are potentially quality bottom 6 guys, with a few of them looking to maybe being solid 2nd line players. They are all cheap right now, and will stay cheap as long as they don't get too good offensively.
But, we have seen over the last 3 years what happens when you try to rely on plugs that you hope blossom into quality players to fill the bottom 6. They suck badly, and we over-play the top 6, leading to even more injuries. In a lot of ways developing quality bottom 6 guys is a heck of a lot harder than developing your top 6. Guys like Petterson, Hughes, Boeser and Horvat come NHL ready. But, your bottom 6 guys don't even get a serious crack at the NHL until around 22, and still take 100 games (over 2-3 years, typically) to hit their stride. Learning to play solid defense in the bottom 6 takes time and patience. Both are in limited supply, considering there is a huge pool of players that are border-line NHLers that could develop into quality NHLers, and very little separates a career AHL/Europe league player from a bottom 6 NHLer. Thas separation is often luck (right time for a hot streak, right player in the NHL gets injured, right spot on waiver eligibility, etc.) And, teams can't afford to lose extra games because they are developing their rotating bottom 6 pool. Throw in a CBA with pretty shitty waiver rules for guys on a slower development track and I can see why it's easier to pick up a 28+ yr old 4th liner over developing one yourself.
One last point. Given our entire lack of top end talent 6 years ago (Yes, the twins were place holders), Benning had a lot more pressing issues to focus on than building up the bottom 6 thru home grown talent.
