The Shanaplan has been a colossal failure
“Tyler Myers is my guy... I was taking to Scotty Bowman last night and he was bringing up his name, and saying he’s a big guy and big guy need big minutes to play, he is playing great for ya… and I agree with him… He’s been exceptional” - Bruce Boudreau

“It just comes down to the fact the flat cap has created some situations here that are a lot more difficult to manage even than they were a year ago, when we had a taxi squad and goalie emergency and all that kind of stuff,” Keefe explained.
“A lot of teams have already gone through it last season, and I suspect a lot more will this season, with the rules going back to normal and not necessarily having the COVID exemptions.”

Yes... a lot of teams have to sign amateur players to stay under the cap - happens all the time. And it has everything to do with the flat cap, and not mis-management.

I'm surprised they're going to get away with this, it's cap circumvention. The Marlies are in town, they play at home today and tomorrow, so it's not as though they can't get a goalie there in time, it's purely cap related.
If the Canucks had a defenseman go down, and they were capped out and running a tight 21-man roster as a result with no spares, and Abby were playing at home, do you think they'd let them use a recently retired defenseman who lives in Langley and was willing to play one game for free?

Yeah...I don't know much about this league anymore but it seems the power brokers manipulate their rules to fit how they feel on any given day (or by which particular team is involved) and defend their choices with words, sentences and paragraphs designed to fill voids as opposed to provide any definition of intent.

No doubt, I'm not up on the CBA and there's probably wording around the number of skaters and goalies separately with emergency exceptions, but there is precedent as far as teams not dressing full lineups because they're out of call-ups. It will be interesting to see how they explain it, but it is due to cap mismanagement more than anything else.

It wasn't long ago we saw Calgary having to go with less than a full lineup but I think it must be different with respect to icing two goalies. They should be forced to waive someone though to make cap room one would think.

You'd think after the debacle against the Canes, the Leaves would employ a backup goalie/zamboni driver at home.
